Bare earth points from the original point clouds were re-sampled to create 10 foot resolution bare earth models for each individual project. These individual 10 foot resolution models were then merged to create this statewide DEM. The Statewide 10 ft resolution DEM, edition 20191202 was updated to incorporate new data collected in the spring of 2019 for 5 southern New Jersey counties: Cumberland, Salem, Cape May, Atlantic and Ocean.&lt;/SPAN&gt;&lt;/P&gt;&lt;/DIV&gt;&lt;/DIV&gt;</idAbs>

        <stepDesc>5. Additional processing steps were used to model the hydro-flattened water features incorporated into each of the original project DEMS. A working composite polygon breakline feature class was generated for each hydro-flattened project from the polygon and linear breaklines delivered as part of the original project data sets. The linear breaklines were converted to polygons by adding end lines at appropriate locations to define the polygon extents based on examining 2015 aerial imagery. Once the composite project layer was created, these hydro polygons were used as the mask to extract the hydro flattened water features out of each original resolution project bare earth DEM. For the DVRPC, Post Sandy, and NW NJ collections the elevation values assigned to the hydro-flattened areas were those extracted from the DEMS without any additional modification. For the SJ project area, elevation values of the flattened areas within the ocean breaklines feature class were recalculated to a standard minus 3.5 ft. This collection was a tidally coordinated collection, and water surface elevation values assigned to the major flattened tidal water bodies varied as a reflection of the tide stage during which the lidar points were collected. Assigning a consistent elevation value to the surface of these hydro-flattened areas improved the interpretation of these water bodies without affecting the accuracy of the bare earth elevations. Once all the hydro-flattened water area sections were extracted, they were resampled to 10-foot resolution surfaces. These re-sampled hydro areas were mosaiced with the 10-foot project grids generated in Step 4, to produce a final re-sampled 10-foot resolution project DEM.</stepDesc>

Once the 4 new 10-foot resolution surfaces were created for each of the original LiDAR projects, additional processing was done in ArcMap 10.6.1 to define the portion of each project DEM to use in the final statewide layer, and then to mosaic the individual pieces together. These steps were necessary since adjacent collections generally overlap to some extent, with the overlap areas extending several thousand feet to several miles. In addition, while all collections meet their stated vertical accuracy targets, elevation values in the overlap areas did vary from collection to collection. So a process was followed which allowed the transition between collections in each overlap area to occur as seamlessly as possible, while also allowing the source of the elevation data in any pixel in the statewide layer to be identifiable in the final product. The initial step in creating the final statewide mosaic was to create difference grids for each combination of overlapping project grids using the 'Minus' function within the 'Math' toolset of the Spatial Analyst extension of ArcGis 10.6.1. This function creates a grid the cell values of which are calculated by subtracting the elevation value of the cell in one input grid from the elevation value of the comparable cell in the second input grid. Cells outside the overlap areas are calculated as NOVALUE in the output difference grid and are not included in any further processing. Since the 10-foot project grids were created with all cells tied to the same 0,0 origin point, overlapping cells from the input grids always represented the exact same coordinate space.</stepDesc>

        <stepDesc>10. When all portions were merged together and the complete statewide surface was generated, several QA/QC steps were undertaken. A hillshade file was created from the statewide 10-foot DEM and examined with the cutline feature class to determine if there were any discontinuities existing where adjacent input grid sections were merged. These discontinuities would be visible as artificial irregularities in the hillshade file located at the positions of the cutline vectors. All cutline locations were viewed in relation to the hillshade file and statewide digital imagery, and any obvious discontinuities were flagged for possible correction by generating point features at those locations. The difference grids were re-examined at the point locations to see if more suitable cut line locations were possible. If more suitable locations were found, the cutlines were edited. In some cases, there did not appear to be any better cut line locations because of consistent differences existing in overlapping data sets. Following the review of all potential cut line errors and editing, a new cut line data set was generated. For those project cutlines that were modified, the edited cutline polygons were used to extract a new portion from the project wide grids, as described previously. Once all new grid sections had been extracted, a new statewide 10-foot DEM was generated by mosaicking all the final project sections together as described previously in Step 9. In addition to examining the hillshade for cutline placement, the hill shade file was also examined with the imagery to locate any other non-cut line spots at which the bare earth surface did not appear to correctly represent the ground surface as viewed on the digital imagery, and so, may need modification. Review points were also created for these locations, and the original point clouds and DEM surfaces were examined at these points to determine if additional edits to the 10-foot surface were warranted. Since the LiDAR points and the imagery were not collected at the same times, differences in the surface and the imagery were not always due to processing errors, but representative of real differences in the landscape. So some caution had to be used when using the comparison to locate possible edits to the generated surface.</stepDesc>

        <stepDesc>7. The individual project 10-foot DEMS used to create the difference grid are then added to an ArcGis session along with the difference grid. A new polygon feature class was created and added to the session. Using the standard editing tools in the Editor toolbar, polygons defining the area to be extracted from each 10-foot project DEM were created using the difference grid to direct the placement of the polygon boundaries. The difference grid was color coded in .25 ft increments with only cells with differences less than or equal to one or greater than or equal to minus one highlighted. An attempt was made to locate the boundaries of the clipping polygons in areas of the least calculated difference so that the transition from one collection to another would be as seamless as possible and free from any artifacts that may have been created during the re-sampling process. This cutline generation/editing was continued until cutlines for all project overlap areas were generated. In developing the difference grids and cut lines, it was found that there were two several small areas of the state which were not covered by any of the 4 primary LiDAR collection projects that formed the major portion of this DEM. These were two small sliver areas that existed between two collections done in different years and by different contractors, and therefore were not uncovered until the development of this statewide surface. One gap was covered by the NGA collection, and one by the Highlands collection. While these areas were small, voids would exist at these locations when the statewide grid was created if valid elevations were not determined for these void areas. To identify and fill these missing data locations, the cut line feature class was edited to add polygons defining these small void areas also.</stepDesc>
